Market Overview

A sector under sustained pressure to hire

The UK's environmental consulting and clean energy sectors are experiencing one of the most sustained hiring booms in their history. Driven by mandatory Biodiversity Net Gain (BNG), a full infrastructure pipeline, net zero legislation, and accelerating offshore wind development, demand for qualified professionals is consistently running ahead of supply.

The UK environmental and sustainability consulting market reached £4.1bn in 2024, growing at 8.9% — well above GDP growth. That momentum is continuing into 2026, with the market projected to reach £5.8bn by 2028. The result is a candidates' market at mid and senior level, with employers competing hard on salary, flexibility, and progression.

Hiring Demand by Discipline

Where the market is hottest right now

Not all disciplines are equal in 2026. Mandatory BNG has fundamentally shifted the ecology market, creating a structural shortage of qualified ecologists with UKHab and Defra Metric experience. Meanwhile, offshore wind consenting and flood risk continue to be among the most active hiring areas we work across.

Discipline Demand Level Key Driver Hardest to Fill
Ecology / BNG 🔥 Very High Mandatory BNG legislation Senior / Principal with UKHab
Offshore Wind Consenting 🔥 Very High UK wind pipeline expansion Consents Manager, 5–10 yrs exp
Flood Risk / Hydrology High NPPF changes, planning reform Senior Flood Risk Engineer
EIA / Environmental Assessment High Infrastructure programme Senior / Principal EIA Consultant
Sustainability / ESG High Corporate net zero commitments ESG Director, Carbon Manager
Landscape / LVIA Strong Renewables & major infrastructure Senior Landscape Architect
Noise / Air Quality Strong Planning & EIA support Senior Acoustic / AQ Consultant
Contaminated Land Steady Brownfield development Senior Geo-environmental

Skills Gap

The skills gap is widening

The most significant structural challenge in the sector in 2026 is the widening gap between green hiring demand and green skills supply. LinkedIn's analysis indicates green hiring is growing at roughly twice the rate at which workers are acquiring green skills — and the UK is one of the most affected markets globally.

"Green hiring grew about twice as fast as green skills between 2021 and 2025, with the UK among countries where demand is running ahead of supply."

LinkedIn Green Skills Report 2025

For employers, this means a shrinking pool of qualified candidates at every level above graduate. For candidates with the right technical skills — particularly BNG, EPS licensing, and offshore consenting — the market has rarely been more favourable. The biggest bottleneck is at Senior Ecologist level, where the combination of CIEEM membership, UKHab competency, and EPS licence experience is rare enough to command significant salary premiums.

Demand vs Supply — Selected Roles
Senior Ecologist (BNG / UKHab) Very High
Structural shortage — mandatory BNG has outpaced the talent pipeline
Offshore Wind Consents Manager Very High
Limited pool with offshore-specific EIA and consenting experience
Principal EIA Consultant High
Infrastructure pipeline driving sustained need for senior EIA specialists
Senior Flood Risk Engineer High
NPPF reform and increased planning demand driving hiring activity
ESG / Sustainability Manager High
Corporate net zero and CSRD reporting driving in-house hiring
Graduate Ecologist Moderate
Graduate supply broadly matching demand — most competitive entry level

Salary Trends

Salaries are rising — particularly at mid level

Salary growth in environmental consulting has been above inflation for the third consecutive year. The Hays 2026 data shows 84% of employers increased salaries in the past year, with 80% planning further increases. Ecology and sustainability roles are seeing some of the highest uplifts in the sector.

Key salary trend: Environment managers at senior leadership level and energy/carbon managers at entry level have seen some of the highest pay uplifts of any environmental discipline in the past 12 months — reflecting the combined pressure of corporate net zero commitments and regulatory deadlines.

What This Means

Implications for candidates and clients

For candidates: If you're at Senior or Principal level with in-demand technical skills — BNG, offshore consenting, EPS licensing, or flood risk — you are in a strong negotiating position. The market is competitive enough that counteroffers are common, and roles are frequently filled before being advertised publicly. Working with a specialist recruiter who knows which firms are actively hiring gives you a genuine advantage.

For employers: The talent pool at mid and senior level is genuinely constrained. Firms that move quickly, offer competitive packages, and communicate clearly throughout the hiring process are winning. Those that run 6-stage interview processes or take weeks to make an offer are losing candidates to faster-moving competitors. If you're building a team in 2026, speed and specificity matter more than ever.

"The sustainability workforce is expanding and diversifying, while the skills gap is pushing employers to rethink how they attract, develop and retain talent."

Looking Ahead

What to watch in the second half of 2026

Several developments are worth tracking over the remainder of 2026 and into 2027:

  • BNG market maturation. As the BNG market matures beyond its initial surge, demand will shift from volume surveyors to ecologists who can advise on strategy, metrics, and offsetting — a more senior skill set.
  • Offshore wind acceleration. The UK's offshore wind targets require a significant increase in consenting, environmental, and construction professionals over the next 3–5 years. Edinburgh, Aberdeen, and the North East are seeing the most activity.
  • CSRD and ESG reporting demand. The EU's Corporate Sustainability Reporting Directive is increasing demand for in-house ESG professionals, particularly at larger consultancies and developers working across European markets.
  • Planning reform impact. The government's planning reforms are expected to increase the volume and pace of EIA-required projects, which will sustain — and likely increase — demand for EIA consultants at all levels.
  • Consolidation in the market. M&A activity among mid-size consultancies is ongoing, with larger firms continuing to acquire specialist boutiques. This creates both opportunity and uncertainty for candidates and clients navigating employer stability.
